Suspended SP Shibli Kaiser masterminds spreading of fake intelligence report

BNP nominated candidate for Rangpur-3 constituency Shamsuzzaman Samu on Monday alleged that in the name of 'Confidential Report' some fake intelligence reports have been spread against him in the social media.

At a press conference the BNP leader specifically alleged that that temporarily suspended SP Shibli Kaiser is behind all these fake reports.

According to documents received by the Bangladesh Post, SP Shibli Kaiser has been suspended on July 25 this year by the government following an allegation of demanding extortion from a woman stake holder and also torturing her manager in Rangpur.

Shamsuzzaman Samu said, "Since SP Shibli Kaiser has been suspended, he has been spreading lies against my name in various ways. He is also threatening me that he will not let me win the election."

"Not only that, he is circulating fake intelligence reports implicating me and spreading them on social media as saying that I had helped fugitive Awami League leader Obaidul Quader and police official Biplob Sarkar in their escape in exchange for money. By spreading such fake stories, he is trying to ruin my electoral image," Samu said and demanded exemplary action against Shibli Kaiser for such acts.

According to separate reports by SB and NSI, Shibli Kaiser is a police officer of the 28th BCS batch. He served as the Information and Publicity Affairs Secretary of Jahangir Nagar University unit of Bangladesh Chhatra League (BCL) and later as the vice-president of BCL.

According to police and local sources, a case was filed against Lipi Khan Bhorosa, a woman entrepreneur from Haragach, Rangpur, on November 13 on allegation of attacking the anti-discrimination student movement. After the case was filed, an allegation was made against police officer Shibli Kaiser through Rangpur Metropolitan Chamber Director Amit Banik of demanding a bribe of Tk 1 million from Lipi Khan. Lipi Khan filed a written complaint against Shibli Kaiser at the police headquarters on March 11 regarding the matter. Along with the complaint, Lipi Khan submitted several audio recordings of the conversation with Amit Banik demanding a bribe. After a thorough investigation of the matter, evidence of Shibli Kaiser's breach of discipline was found.

The Home Ministry's notification, describing the incident, said that on March 11, Lipi Khan Bhorsa, daughter-in-law of Rangpur's wealthy businessman Karim Uddin Bhorsa, filed a complaint at the police headquarters against Shibli Kaiser for demanding a bribe of Tk 10 lakh. Two days later, when an official of her organization went to Rangpur Kotwali Police Station to file an extortion case against Shibli Kaiser, it was alleged that DC Shibli beat him up. Meanwhile, on March 16, the police arrested Lipi in a case during the anti-discrimination movement. The temporary suspension order said, "Since he has such violent behavior and anger towards civilians and since a departmental case is pending against him, proving the charges against him may be hindered if he is working."

Earlier, when a case was filed against Zia Mancha leader Lusar Ahmed, who was seriously injured in the attack on the Ship Company intersection from a Hindu Jagran Mancha procession in Rangpur, Shibli Kaiser himself appeared at the police station and crossed out his name. When a BNP leader objected at that time, Shibli Kaiser ordered him to be framed in the case.
