Fresh Rules likely in Jan

A draft Rules titled ‘Land Crime Prevention and Remedy Rules, 2023’ is almost ready for formulation.

The Ministry of Land has prepared the draft Rules as per the newly enacted ‘Land Crime Prevention and Remedy Act, 2023’ in a bid to ease the legal proceedings regarding the land-related crimes.  

The law was enacted to deal with various types of crimes related to land in the country. The government is going to introduce the fresh Rules as per the new law in order to bring paradigm reforms in the land management.

The work of formulating the Rules is at the final stage. It will be formulated soon after the completion of formal proceedings. Ministry sources said that the fresh Rules on land are likely to be enacted within a month or in January. 

Some officials of the Ministry of Land told the Daily Bangladesh Post that the Rules are being framed with specific guidelines for recovery of illegally occupied property across the country. 

Land Secretary Md. Khalilur Rahman said that the ‘Land Crime Prevention and Remedy Act, 2023’ has been enacted in order to implement the constitutional rights of the people of the country. So, the fresh Rules on the land as per the newly enacted law are being formulated in such a way that the Rules are possible to implement the relevant law effectively.

The land secretary said this while speaking as the chief guest at a workshop on the finalisation of the Rules as per the ‘Land Crime Prevention and Remedy Act, 2023’. The workshop was held at the conference room of the ministry at Bangladesh Secretariat on Wednesday (December 13, 2023). Chairman of Land Appeal Board AKM Shamimul Haque Siddiqui and officials of different levels of the ministry and its offices and agencies were present at the workshop.

Land Secretary Md. Khalilur Rahman said that there will be clarity and explanation in the proposed Rules for the effective implementation of various sections of the ‘Land Crime Prevention and Remedy Act, 2023’, including specific guidance for the recovery of illegally occupied land.

He also said that the officials concerned are working cordially to formulate the ‘Land Crime Prevention and Remedy Rules’ quickly so that the common people can get rid of land-related sufferings soon by taking the benefits of the ‘Land Crime Prevention and Remedy Act, 2023’.

It can be said that one of the next two important steps in the formulation of Rules is the approval at the inter-ministerial meeting. After the final approval of the cabinet, the Rules will come into effect.

After formulation of the fresh Rules on land will play a vital role in easing legal action to stop the loss of land through fraud, forgery and other illegal means.

Land disputes and crimes are common in Bangladesh. In such a situation, an unified land law was enacted to ensure speedy legal remedies for the affected parties by disposing of cases quickly.  

The ‘Land Crime Prevention and Remedy Act, 2023’ was passed in the Jatiya Sangsad on September 12. Soon after enactment of the law, the government began working on fresh Rules as per the law.
