The three-day DC conference is set to begin today with at least 244 new proposals from the DCs. Divisional commissioners of eight divisions of the country will also participate in the conference.
According to the Cabinet Department, Prime Minister Sheikh Hasina will inaugurate the DC Conference at Shapla Hall of the Prime Minister's Office on today 10 am. After the inauguration, the District Administrators will participate in an open discussion with the Prime Minister at Karbi Hall.
On the same day, State Minister for Public Administration Farhad Hossain and Cabinet Secretary Md. Mahbub Hossain would also give welcome speeches and the head of the govt, ministers and secretaries would also speak directly with the DCs during the conference. In that time, the DCs will directly present various issues to the Prime Minister in the field level responsibilities along with the various directions of the government.
The recommendations of this year's DC conference obtained from cabinet department sources are -----
The establishment of health management committees in districts and upazilas with DC-UNO as the chairperson, making specific rules for teachers and employees belonging to MPO, such as government employee conduct rules, and stopping the opportunity for teachers working in private educational institutions to engage in politics directly.
Also, along with at least 244 proposals regarding various ministries and departments, including upazila education committee chairmen, district administrators have proposed, hospital and development project supervision duties, cancellation of pet quota in primary school teacher recruitment, and the opportunity to talk to the relatives of prisoners in video calls.
DCs want income-expenditure powers in development allocations of government revenue administration. The district administrators have also asked for the power to cancel the acceptance document of Govt. special settlement. It is proposed to increase the financial capacity of DC’s Contingency Sector Expenditure. This year's DC Conference has proposed to coordinate the local Survey and Settlement Office with the DC office at all times to facilitate the work.
Besides, it is proposed to take permission of DC in case of settlement of land acquired or allotted in the name of government institutions. It is also proposed to take necessary measures to ensure the security of government houses and ADCs and AC lands in the district and upazila.
According to sources, however, out of 242 decisions taken at last year's DC conference, 177 have been implemented, 65 still remain to be implemented.
After the ceremony at the Prime Minister's office, departmental work session will be held at the capital's Osmani memorials Auditorium. On the second day of the conference on January 25 and on the third day of January 26, the DC and Divisional Commissioners will meet the Speaker of the Jatiya Sangsad Shirin Sharmin Chowdhury, Chief Justice Hasan Faiz Siddiqui and would also hold a courtesy meeting with the President Abdul Hamid.
