Senior assistant secretary sent to jail in freedom fighter quota fraud case

A Dhaka court has sent Md Kamal Hossain, a Special Officer (Senior Assistant Secretary) of the Ministry of Public Administration, to jail in a case filed over allegations that he secured a Bangladesh Civil Service (BCS) cadre post under the freedom fighter quota by falsely presenting his uncle as his father.

On Wednesday, Dhaka Metropolitan Senior Special Judge Md Sabbir Foyez cancelled his bail and ordered his detention following an application filed by the Anti-Corruption Commission (ACC).

ACC prosecutor Delwar Jahan Rumi said Kamal Hossain had obtained four weeks of anticipatory bail from the High Court on December 15 last year. He later surrendered before the Metropolitan Senior Special Judge’s Court on December 23 and sought regular bail. On that day, the court granted him bail on condition that he cooperate with the investigation, including undergoing a DNA test.

“The hearing on his bail was scheduled subject to the DNA test report. However, as the accused failed to comply with the bail conditions on two occasions, an application was filed seeking cancellation of his bail. After the hearing, the court rejected the bail and sent him to jail,” the prosecutor said.

Earlier, on December 26, 2024, ACC Deputy Assistant Director Md Manjurul Islam Mintu filed the case against Kamal Hossain.

According to the case statement, Kamal Hossain enjoyed various benefits, including university admission and employment, under the freedom fighter quota. Instead of naming his biological parents, Md Abul Kashem and Mosa Habeya Khatun, he allegedly falsely identified his uncle, valiant freedom fighter Md Ahsan Habib, and his aunt Mosa Sanowara Khatun, as his parents. Through this act of forgery and deception, he is accused of betraying the spirit of the Liberation War and securing a post in the Administration Cadre under the freedom fighter’s children quota by appearing in the 35th BCS examination.

The case has been filed under sections 420, 467, 468 and 471 of the Penal Code on charges of fraud and forgery.

The complaint further states that while studying up to Class Five at Sirajnagar Government Primary School and up to Class Eight at Philipnagar Secondary School in Daulatpur, Kushtia, Kamal Hossain used the name of his biological father, Abul Kashem. Later, upon enrolling in Class Nine at the same school, he allegedly registered himself by falsely naming his uncle, freedom fighter Md Ahsan Habib, and aunt Mosa Sanowara Khatun, as his parents.
