A Cleaner of West Zone railway in Rajshahi has been operating the Electro-cardigram Machine at Rajshahi Railway Hospital for more than last two-year. West Zone rail authorities have admitted that due to absence of any Medical Technologist, a Cleaner of railway has been given the charge to operate the ECG machine. However, the authorities informed, the cleaner is fit for this job as she owns an experience certificate.
According to sources mainly the staff of West Zone railway are admitted to the railway hospital in Rajshahi for treatment. The ECG machine at the hospital is operated by Sharmin Sultana Emily, a common Cleaner appointed under Sanitary Inspector of Ishwardi railway station on Oct-28-2019. She is still holding the post of the Cleaner but on Nov-6, 2019, the then Chief Medical Officer of west zone railway SAM Imitaz in an office order gave the responsibility of operating the ECG machine to Cleaner Sharmin Sultana Emily.
The CMO in his office order mentioned,' Having training and experience of operating the ECG machine, Cleaner Sharmin Sultana Emily is given the charge of operating the ECG machine at the indoor of Rajshahi Railway Hospital. Hospital sources informed, before her posting at Ishwardi, Emily used to operate the ECG machine in Rajshahi railway hospital. Her husband Idris Ali is a Nurse at this hospital.
According to hospital sources, west zone rail authorities recently purchased one ECG machine and a Microscope at a cost of Tk 1,500,000 despite there having no sanctioned post of Technologist to operate ECG machine at the hospital. As a result, this essential technical gadget is being operated by Cleaner Emily. She is learnt to procure a six-month (July-Dec-2006) experience certificate as ECG Technician from Faridpur Desh Clinic of Faridpur and submitted that to the rail authorities to work as an ECG Technician under west zone rail hospital in Rajshahi.
Ahmmadul Bari Babul, Managing Director of Faridpur Desh Clinic informed, he can not remember whether any woman named Sharmin Sultana Emily worked at her clinic. By watching the experience certificate of Emily, Ahammadul Bari informed, the signature on the certificate does not belong to him. The certificate is a forged one, he mentioned.
Dr Sujit Kumar Roy, Chief Medical Officer of west zone railway informed in absence of proper manpower, the ECG machine is being operated by Cleaner Emily as she owns an experience certificate in this connection. While informed the experience certificate is false,CMO said he does not know about it but he would enquire into the matter. However, Emily claimed that she is experienced in ECG machine operation and the experience certificate she submitted to the CMO is authentic.
