CDA to use drones in new masterplan

Chattogram Development Authority (CDA) launched a new drone to collect geological data for the city of Chattogram.

CDA Chairman M Zahirul Alam Dobhas inaugurated the work of the master plan at the field level on Tuesday afternoon. This will be the third master plan for Chattogram metropolis. Earlier, the CDA had undertaken two more master plans as confirmed on Wednesday.

According to the CDA, the drone’s efficiency is so high that it will be able to capture rocks up to 5 centimeters or 2 inches in size from the sky to the ground. Not only drones, CDA has also started geological survey work for master plan. For this, various instruments have been installed in the field of Chattogram Collegiate School and College. CDA has officially started the work of formulating a new master plan for the city.

CDA Chairman M Zahirul Alam Dobhas said, CDA was masterplanned in 1995. The Detail Area was later planned in 2008. The project titled ‘Preparation of Master Plan 2020-41 of Chattogram Metropolitan Area’ has been adopted keeping in view the vision of the present government for 2041. Through this project, a master plan (structure plan, urban area plan, action area plan) will be formulated for Chattogram metropolitan area.

The CDA chairman said, “Contemporary technology will be used in the ongoing masterplan project to rectify the subtle misconceptions in the previous master plan and detailed area plan.” 

State-of- the-art drone flight activities and geological survey activities are being started for the preparation of masterplan and collection of information related to the plan. The efficiency of this drone is so high that even stones up to 5 centimeters or 2 inches in size can be seen in the ground and can be identified by drone survey. Geological surveys will provide information on soil quality tests and earthquakes, various disasters. The ongoing master plan will also play a vital role in ensuring rational use of land.

Project Director Md. Abu Isa Ansari said, ‘The master plan under implementation for CDA GoB financing with a view to formulating a 20-year master plan for Chattogram metropolitan area was approved by the Planning Commission of the Ministry of Planning and later by the Ministry of Housing and Public Works. The objective of this project is to review the strategic framework policies and guidelines for the development of Chittagong Metropolitan Masterplan 1996-2015 and consequently to prepare a new masterplan for 2020-41. The Ministry of Defense and the Bangladesh Civil Aviation Authority have already given permission for the drone to fly over the master plan area.

According to CDA sources, it is very important to formulate a plan for conducting development activities in a city. The master plan mentions where the city will be, where the canals will be, which canals will have to be repaired, in which areas new canals will have to be dug, where residential areas will be, where commercial areas will be. The plan is prepared with the participation of local and foreign experts based on the detailed survey by the surveyor and the opinion of the expert organization. The name of this plan is Masterplan.

The master plan was made in 1995 Chattogram metropolis. The master plan, which was drafted for 20 years, had the advice of local and foreign experts including UNDP. The masterplan had four parts- structural, urbanization, transport and drainage system. The masterplan on four subjects expires in

2015. From then on, the issue of making a new master plan came up in the discussion.

Chattogram Development Authority took an initiative to create a new master plan for a planned urbanization. The project has been finalized after various processes. Initiatives have been taken to formulate this master plan keeping in view the period from 2018-2038. The Ministry of Housing and Public Works has already approved the 20-year master plan project of the Chattogram Development Authority (CDA). The project has started field work with the approval of the Ministry of Planning.
