Chattogram City Corporation (CCC) Mayor Md Rezaul Karim Chowdhury has announced the proposed budget of the City Corporation (CCC) for the financial year 2021-22 worth more than Tk 2,464 crore.
This time a maximum revenue target of Tk 1,570 crore has been set for the development grant sector whereas the exact amount of the budget is Tk 2,463.96 crore.
He announced his first budget as the mayor of the current (sixth) board of the CCC at the Theater Institute Chittagong auditorium on Sunday. Besides, the mayor also presented the revised budget of 1 thousand 1 crore 36 lakh 45 thousand taka for the financial year 2020-21.
CCC CEO Mohammad Shahidul Alam presided over the function. Councilor Md. Ismail, Chairman of the Standing Committee on Finance and Establishment, presented the budget statement in the session.
Panel Mayor Abdus Sabur Liton, Md. Gias Uddin, Afroza Kalam, CCC Secretary Khaled Mahmud, Chief Revenue Officer Nazrul Islam, Chief Engineer Rafiqul Islam Manik, Additional Chief Accounting Officer Humayun Kabir and Ward Councilors were present. CCC Mayor said Chittagong is a green land of natural beauty surrounded by sea, hills, rivers and plains. This includes the vastness of the Bay of Bengal on the one hand, the immaculate beauty and silence of the mountains on the other.
Chittagong has a long and proud history of education, culture, politics, economy, trade and commerce, social and communal harmony. As the main seaport of the country is located in Chittagong, Chittagong has made an outstanding contribution to all economic activities in Asia and the East.
Chittagong provides the lion's share of the country's national income. That is why it is said that the development of Chittagong means the development of the whole country. The Chittagong City Corporation is at the center of a number of organizations working for the development of Chittagong, known as the commercial capital.
CCC mayor said that the budget is being prepared with the expectation of reflecting the hopes and aspirations of the city dwellers and the dream of making the city environmentally, technologically and economically prosperous and livable.
Mayor said the CCC approved by the government in 1988, has a manpower structure of 3,180 posts. Although there is a manpower structure approved in 1988, there is no recruitment rule against it, which leads to stagnation in recruitment and promotion.
After almost 31 years, with the sincerity of Prime Minister Sheikh Hasina, on April 16, 2019, the CCC Employees Job Rules 2019 has been approved by the Ministry of Legislative and Parliamentary Affairs, Law, Justice and Parliamentary Affairs which is gazetted in the original SRO (No. 243-Act / 2019) dated 11 July 2019.
Recently an additional 1046 posts have been approved by the government. A full manpower structure of 9,604 people has been sent to the local government department for approval as the scope of work of the CCC has multiplied.
In the fiscal year 2021-22, it will be possible to collect / issue municipal taxes and trade licenses online, the mayor said, adding that a transport pool management system has been formulated to manage all the activities of the mechanical branch through software.
Through this all the information of the existing vehicles has been inserted. The software has been integrated with previously developed store management and fuel management systems.
In addition, initiatives have been taken to manage the property through software. Holding tax, trade license fee, land transfer tax, rickshaw license fee, advertisement tax, market shop rent, etc. are being collected through online banking in the current financial year with a view to bring door-to-door services to CCC's holding owners and traders.
