63 items will be considered perishable in customs

The National Board of Revenue (NBR) has finalized rules to expedite the pace of import and export by expediting all activities including tariffs on 63 types of perishable goods.

The NBR has termed the new rules as Rules for Disposal and Disposal of Perishable Products-2021.This list of perishable products has been published recently. Under which, the organisationthinks that it will be possible to quickly import and export 63 types of perishable goods. The products on this list will be charged immediately on an emergency basis.

The final rules have been issued in an order signed by the chairman of the organisationAbu HenaMd RahmatulMuneem, said an official of NBR on Tuesday.

Due to various complications, perishable goods fall at different customs stations in the port day after day. The government is deprived of revenue just as the importers are affected. For all these reasons, NBR has finalised new rules for speedy disposal of perishable goods, the official informed.

According to the rules, each customs house has to form a separate group of not more than five members in order to unload the perishable goods quickly. These officers will complete the process of unloading perishable goods. If they wish, they can also unload the goods outside the office hours, subject to the permission of the authorities, i.e. with the permission of the commissioner of the customs houseconcerned.

If the goods are not unloaded within the stipulated time or for any other reason, the committee will take all measures including auction within 48 hours. "Any importers or exporters can submit a bill of entry to any system within 24 hours if they desire so," the rules said.

As a result of the new rules, the existing laws will be repealed after they come into force. In that case the process of import-export of perishable goods will be completed in the light of these rules. If an importer does not unload the goods within the stipulated time, an officer of the rank of Deputy Commissioner will settle the matter of auction or destruction.

The rules further state that in case of shipments of goods selected for physical examination or non-intrusive inspection, if there is any query, quantity or other queries, it will be recorded in the section called Inspection Act and sent to the concerned branch. Besides, the report has to be sent to the branch concerned within 12 hours of monitoring. However, the draft rules also say that this time can be extended subject to the permission of the concerned commissioner.

In addition, in case of seized goods or seizures such as sugar, salt, etc., they can be sold or transferred at a fixed price in coordination with the concerned authority, Trading Corporation of Bangladesh (TCB).

Among the products on this list are live animals, birds and creatures; Live poultry, turkeys and their young; Live and frozen fish, fish fry; Living Malakar, East; Living plants and seedlings, mushrooms; All kinds of seeds including fresh flowers, fresh fruits, fresh capsicum, raw rubber, cool or plum, dates, tobacco (not processed), oilseeds, potatoes; Cereals and grains, pulses, lentils; Sugar, beetle salt, common salt and testing salt; Milk and dairy products, Frozen and processed meats, Poultry eggs, Chocolate, Biscuits, Semai, Chips, Noodles, Chanachur, Pickles, Dried fish, Tea-leaves, Coffee, betel nut, Coconut, Ghee, Butter oil, Molasses, Almonds , Fertilizers, raw hides, beets, onions, edible oils, garlic, peppers, ginger, raw turmeric, fresh and frozen vegetables, tamarind, palm candy, soybean d, raisins, all foods lasting no more than six months; Cosmetics; Drugs and drug raw materials.
