Construction of the Rooppur Nuclear Power Plant second unit is set to start July 14, with Prime Minister Sheikh Hasina expected to inaugurate the work.
Design and construction license of this unit will be handed over today.
Kamrul Islam Bhuiyan, public relations officer, ministry of science and technology told Bangladesh Post, according to the International Atomic Energy Agency (IAEA) guidelines, it is mandatory to get license before the main construction begins.
The license will be issued by the Bangladesh Atomic Energy Regulatory Authority (BAERA).
Sources said, the Bangladesh Atomic Energy Commission will be given this license according to the International Atomic Energy Agency’s (IAEA) safety, criteria-rules, and country’s current laws. Following issuance of the license, the main work will start. All necessary steps have been taken for the inauguration.
A BAERA official said, “Our responsibility is to protect public health, safety and environment. That’s why the certificate will be given following analysis of various issues, including primary security report, construction work and environmental reports. This certification will be done to ensure the safety of the public and the environment by controlling the harmful aspects of radiation emitted from the nuclear reactor, the nuclear power plant.
The official said that the soil, water, air, earthquake tolerance testing of the area of the first unit of Rooppur Nuclear Power Plant had been done. The certification was done by reviewing the results of 63 types of tests. This certificate will be renewed every year. Annual renewal fee of nuclear commercial reactor is Tk 30 lakh.
The much-hyped Rooppur Nuclear Power Plant has started getting shape as its construction work is going on in full swing. Prime Minister Sheikh Hasina inaugurated the construction of the first unit of the project on November 30 last year, making Bangladesh a proud member of the world nuclear club. The project is being implemented in collaboration with Russia and India. VVR-1200 Nuclear Reactor is being installed using new generation 3-plus technology to build this power plant. Electricity production cost will be reasonable.
In addition, it takes relatively less manpower to handle. Uranium is used as a nuclear fuel, and electricity will be produced for a long time.
Some 2400 MW power will be added to the national grid from Rooppur nuclear power plant. The first unit is expected to add 1200 megawatts of power in 2023, and the similar amount of electricity will be generated from the second unit by next year.
The mega project is being implemented by the state-run Bangladesh Atomic Energy Commission (BAEC) under the MInistry of Science and Technology, with financial, technical and technological support from Russia through its state nuclear agency, Rosatom.
Russia is building the Rooppur nuclear power plant on “turnkey” basis. The general construction contractor is JSC Atomstroyexport (part of the engineering division of Rosatom). The scope of work includes design, production and supply of equipment, construction, installation, start-up and commissioning.
It is the largest project in the country considering the financial involvement. The construction of nuclear power plant is estimated to cost $12.65 billion. Russia will give 90 percent of the total cost as a loan.
