TECHNICAL INSTITUTES IN 329 UPAZILAS

Tk 21,000cr skill dev project taken

In order to turn the country’s huge number of unemployed youths into skilled manpower, the government is paying special attention to technical education. An initiative has been taken to implement a Tk 21,000 crore mega project, establishing Technical School and Colleges (TSCs) at 329 upazilas across the country.

Project Evaluation Committee of Planning Commission in a meeting finalised the project proposal on Monday last, said sources. Within months, Bangladesh Technical Education Board (TEB) would hopefully start implementing the project, once the proposal is approved by the Executive Committee of the National Economic Council (Ecnec).

Several officials of Planning Commission informed that the proposed project, aimed to end by December 2023, styled ‘Establishing 329 Technical School and Colleges (TSCs) in Upazila Level (Second Phase)’ has been included without allocation in the Annual Development Programme of the current year. As the experience of implementation of first phase of the project is not satisfactorily progressing, the PEC meeting stressed on being careful from the beginning over different project-related issues including land acquirement, said sources from the meeting.

In reply to a query, TEB director (Planning and Development) Md Zahangir Alam said land acquirement is the primary headache at the beginning. However, we already have started the process, acquiring land for 95 TSCs. “We have started the land acquirement process in advance, so that we can start construction at some places immediately after the approval,” he added.

Project related sources said in the proposed TSCs, one technical subject would be introduced in the curriculum beside general subjects, for the students from sixth grade to eighth grade. According to the project proposal, with an aim to make Bangladesh a middle income country by 2021, the government earlier declared to increase the admission to technical colleges by 20 percent. 

To reach the goal, Technical and Madrasah Education Division adopted two projects – increasing the capacity of existing 64 TSCs, and establishing new TSCs at 100 upazilas – which are being implemented at present. As a consequence, this second phase of the projects is being placed.
