One thousand college teachers under MPO

The government is going to bring more than a thousand college teachers from across the country under Monthly Payment Order (MPO) facility. 

Earlier, these teachers were not getting government benefits as two teachers per subject have been MPO listed.

According to the rules of National University, a private college should have at least three teachers to teach a single subject; meanwhile it takes four teachers to teach undergraduate students aiming for Honors. 

However, as per the rules of the Secondary and Higher Education Department, only two teachers from a particular subject can be MPO-listed. The salaries of these teachers are paid by the government. 

On the other hand, the salary of the third teacher of the same subject is to be paid from the college funds. Due to this rule, teachers were deprived of MPO facilities at all degree colleges in the country under the National University. 

It is learned that the President of Bangladesh Degree (Third) Teachers Council, Abu Bakkar Siddique and General Secretary Rumana Parveen, applied to the Education Minister Dr Dipu Moni for the enlistment of these teachers under MPO. 

In view of this, the Secondary and Higher Education Department of the Ministry of Education recently asked the Director General of the Department of Secondary and Higher Education Dr Syed Md Golam Faruk about clear views on the MPO enlistment of the third teachers. 

In response, Golam Faruk sent his recommendation to the ministry, saying that after the fixing of MPO Enrollment Degree College Manpower Structure-2010 policy, 841 teachers have been appointed in the country according to the rules. If they are MPO listed, the government will have to spend Tk 25 crore each year.

Asked about the matter, Director General Faruk said, "We have given our opinion to the ministry. There are also financial breakdowns too. Now the ministry will decide on this.”

Ministry sources said it was initially the decision of the ministry that the issue of third teachers would be considered after the MPO was incorporated in the education system. However, due to delays in MPO enlistment due to various reasons, it has been decided to give priority to the MPO enlistment of the extra teachers appointed under the rules.

Many teachers complain that teachers appointed in some institutes receive minimal honorarium from the college, but in most institutes, no honorarium of teachers is provided. They were waiting for the government for the MPO enlistment. 

Rumana Parveen, the leader of the extra teachers, told that no one understands the sufferings of these teachers. Two of the three teachers in the same college receive government payroll while the third is being deprived. This is unfortunate. All teachers are recruited with the same educational qualifications. So why should there be discrimination?
