New posting policy likely by January

The government is formulating a new administrative policy in order to thwart any move by the government officials to influence higher authorities to get transferred to their desired places.  

According to sources, the draft of the new posting policy is likely to be finalised by December this year. The policy formulation committee has been working rigorously on it so that the new policy could be implemented from January 1, 2001.

As per the 15-page new policy draft, no officer or employee can use influence or lobby for his or her or anybody else's transfer from his/her assigned workstation. Only the sick or spouses could apply in writing to the officer concerned for transfer or posting at the same place. The application will be considered by a special committee. But, once someone is transferred somewhere he or she must join there.

Without joining the place of posting, if it is canceled or any kind of lobbying or pressure is applied for posting in the place of one's choice, it will be considered a breach of job discipline. Someone has to be released the same day of the stand release or the day he or she is asked to be released, the new policy reads.

Not only that if anyone disobeys this order, his or her salary will be held up and his or her job will be reported as unsatisfactory. A negative report will be evaluated during the promotion. In other words, it will be difficult for such an officer to cross the barrier to further promotion.

Besides, according to the new policy, if an officer wants to have the posting cancelled by submitting a medical report or wants posting to his/her desired work station, it will be kept in the form of a note in the dossier of his ACR. It will be included in the health report of his ACR form later. In addition, if a transfer is initiated on the basis of a written application of an officer, he or she has to fulfill the term of the relevant stages of field administration.

In this case, he or she must express intention at least three months before the expiry date. A meeting will be held in every two months to consider such written application of the officials.

Sources in the Ministry of Public Administration said, the basic objective of this policy is to maintain a balance in the entire working life including proper evaluation of merit in transfer and posting. In other words, it will not happen that despite having merit, an officer will work in a less important position for most of his working career, and another one will enjoy all the good postings. In this case, the ministry has taken initiative to strengthen the Career Planning Wing to make the policy effective.

They said, through this wing, a separate confidential roadmap will be maintained for each officer by assessing the educational qualifications and practical skills of the officer or employee. In addition, measures will be taken so that an officer can gain multi-posting experiences and many other things.

It should be mentioned that a committee headed by the APD (Additional Secretary) of the Ministry of Public Administration was formed three months ago to prepare the posting policy. In addition to the APD wing, a few more officers of the concerned wing have been attached with it.
