4 administrative zones in Dhaka

In order to increase the quality of civic services towards residents, Dhaka district administration will undertake significant reform programmes, said officials.

Under the district administration, the government has taken initiatives to increase the posts of DC, ADC, UNO and AC Land.

Sources on condition of anonymity said an initiative has been taken to provide services to the city dwellers by dividing Dhaka into four zones - North, South, East and West.

The initiative is aimed at ensuring quality civic services to reach the Sustainable Development Goals (SDGs) by 2030 and developed country by 2041.

Meanwhile, Dhaka district administration has proposed to create 11 UNO (upazila executive officers) posts in the capital and its vicinity.

A proposal has been sent to the Public Administration Ministry from the office of the Deputy Commissioner (DC) of Dhaka district recently, sources said.

Meanwhile, an initiative has been taken to divide the district administration in Dhaka into four categories. After the implementation of the initiative, four DCs (deputy commissioners) will sit in Dhaka.

Depending on the population, the post of Deputy Commissioner may also be extended to other districts.

The cabinet department is outlining the opinion of the ministry and the department concerned by creating a concept paper on the issue.

The implementation of this initiative will change the administrative structure of Dhaka. Services will be available and reach the doorstep of common people.

According to sources in the Dhaka District Administration, there are currently five additional posts of DC (ADC) under the DC administration. At this level, three more have been proposed.

Currently, there is no UNO position in the capital Dhaka. The creation of 11 UNO positions at this level has also been suggested.

There are currently three AC Land (Assistant Commissioner, Land) officers under the Dhaka District Administration. Dhaka DC office has proposed creation of 20 more AC land posts at this level.

On the condition of anonymity, an executive magistrate of Dhaka district said, “Land related complications are increasing in the capital. An officer has to spend days after days in a case. There is no manpower required to resolve these issues. ”

Those decisions are being made to construct a 15 to 20 story building to provide citizen services, including land. Citizen services will be provided with the one-stop service from that centre.

The concept of the Cabinet Division states that the scope of work of the Deputy Commissioner is wider than any other district in the country.

Therefore, the Dhaka district administration requests for more manpower and infrastructure than any other district to provide proper civic services.

According to the proposal, the Dhaka district administration is struggling to provide basic services to one crore 50 lakh people and other scheduled services. At the same time, the manpower and infrastructure of the police department have been increased substantially considering the direction of public services.

In that case, the demand of the people alone is to ensure public services in Dhaka, to collect land revenue, increase the manpower and infrastructure to provide other government services.

In addition, the posts of other manpower including four posts of Deputy Secretary Additional Deputy Commissioner Upazila Executive Officer will be created at North, South, East and West points of Dhaka.

According to sources at the Cabinet Division, the population of Dhaka metropolitan area is now about one crore and 50 lakh.  

In order to reach the level of the SDGs by 2030 and the developed country status by 2030, quality civic services must be ensured.

Apart from this, employment will need to be created in the divisional cities like Dhaka to stop the flow of people towards Dhaka.

In terms of population density, Dhaka is the highest per kilometre. Those alternative cities will have an effective positive role in reducing traffic congestion in Dhaka.

In the proposal sent by the cabinet department, the land ministry along with other ministries and departments, have been asked to make specific proposals on the basis of their needs. The Ministry of Public Administration will play a key role in drafting and implementing the ministries and departments, including the land ministry.
